Remembering Kevin Barry

Before hearing oral argument on Monday, CAAF observed a moment of silence in memory of Kevin Barry. You can hear Chief Judge Effron's remarks about Kevin here. And here's a lengthy obituary that the Washington Post published yesterday.

As the second Cox Commission gets set to hold a public hearing, it seems appropriate to reread Kevin's article, A Face Lift (and Much More) for an Aging Beauty: The Cox Commission Recommendation to Rejuvenate the Uniform Code of Military Justice, 2002 L. REV. M.S.U.-D.C.L. 57, which is available here.

Capt. Barry’s 2002 law review article was instrumental in bringing lawmakers, military advocacy organizations and law associates onboard to support the Equal Justice bills. The 2006 ABA report and resolution urging Congress to fix the inequity in 28 USC § 1259 cites Capt. Barry’s law review article. Over the years I had the privilege of communicating with Capt. Barry on numerous occasions via email and telephone conversations regarding the pending legislation. He was a remarkable man that will be greatly missed.
