Law review article by Army judge advocate on UCMJ jurisdiction over civilian contractors

Our horde of Article 2(a)(10) aficionados will want to look at this law review article:

Dan E. Stigall, An Unnecessary Convenience: The Assertion of the Uniform Code of Military Justice ("UCMJ") over Civilians and the Implications of International Human Rights Law, 17 Cardozo J. Int'l & Comp. L. 59 (2009).

I met Dan at a panel presentation where we shared time with Bob reed and Steve Schooner, if anyone knows them I don;t need to tell you how much time was left when they got around to Dan and I for comments. Dan's article is well thoguth out, or at least the version I saw, glad to see it is being published. as Dan said, don't hate the messenger, but this is an important message for anyone invovled in joint operations---meaning everyone in the US military.
