Dossey explained

Yesterday we noted that the petition for grant of review challenging the Navy-Marine Corps Court's decision in United States v. Dossey, 66 M.J. 619 (N-M. Ct. Crim. App. 2008), had been dismissed. Now we've learned why. Petty Officer Dossey is being administratively separated in lieu of court-martial.
