MCM Amendments
On 28 September, the President signed Executive Order 13447 amending the Manual for Courts-Martial. See 72 Fed. Reg. 56,179 (Oct. 2, 2007). The text of the amendments is available here. Now can we finally have a new MCM? (See my previous rant here.)

Someone told me yesterday they had seen the new MCM, and that it had a black cover. Is that even legal?
